Allow people to choose a role, in favor of
- "a complete rewrite", or
- incrementally improving the current system
Proceed with any unanimous decision, otherwise, begin a competition. Rewrite-proponents build "their" new system in a competion against supporters of the old system. If the new system achieves superiority, it "wins" and replaces the old system. The old system "wins" if problem-areas are resolved before it can replaced. Individuals may change sides any time and, if one side is abandonded, the other wins.
Hypotheses: development activity of both groups would be intense, so that velocity for each competing-project would be higher than the velocity of a single project with all individuals assigned to it.
Proponents of the rewrite would validate their claims of making a system that is "small, clean, simple, modern and easy to maintain" etc. Proponents of the legacy system would validate their claims the current system will be fine "when it is finished in two weeks" or months etc.
H. G. Rickover letter wrote,
